Code of Conduct Policy


Policy:  The primary objective of this policy is to provide standard parameters 
	for the conduct of all Drost Park Khoury League participants and guests.

1.	Any person(s) participating in the Drost Park Khoury League program in 
	any manner shall adhere to and abide by the Khoury International sportsmanship 
	code and the Drost Park Khoury League Code of Conduct as shown in Appendix A.
2.	A report of any person(s) in violation of the following code shall be 
	completed and given to the board of Directors for review within five (5) 
	days of the incident.
3.	Any report(s) received by the Board of Directors shall be reviewed for action 
	within five (5) days of receipt of the report.
4.	If it is deemed action must be taken, a hearing shall be scheduled to be held 
	within five (5) days of the review in Item #3.
5.	After the hearing, the results of the hearing shall be posted on the Drost 
	Park Khoury League bulletin board with in two (2) days.
6.	The league President may suspend any player, coach, manager, umpire or other 
	interested party for violation of these rules, at his/her discretion, until 
	such time that a hearing is held.

APPENDIX A
SECTION I: PARTICIPANT BEHAVIOR

1.	Any player verbally abusing a sports official, Drost Park Khoury League 
	representative, before, during, or after a contest, or in a related matter 
	will be subject to a maximum three (3) game suspension and/or a letter of 
	concern to the participant’s parents or guardians.
2.	Any player charging at and/or making physical contact with a sports official, 
	or Drost Park Khoury League representative, before, during or after a contest, 
	or in a related matter, will receive a suspension not involving less than 
	two (2) games and not involving more than five (5) games.
3.	Any player striking a sports official, or Drost Park Khoury League 
	representative, before, during or after a contest, or in a related matter, 
	will be banned from all youth sports programs at Drost Park Khoury League 
	for a minimum of one (1) year, beginning at the time of the incident.  No 
	transfer release may be granted during the suspension period.

SECTION II:  MANAGERS/COACHES BEHAVIOR
(All people working with or aiding the participants during the game will be 
considered coaches for the purposes of this rule.)

1.	Any coach verbally abusing sports officials, or Drost Park Khoury League 
	representatives, before, during or after the game, or in a related matter, 
	will be suspended for not less than one (1) game and not more than five (5) 
	games at the Drost Park Khoury League fields.
2.	Any coach charging at and/or coming into physical contact with a sports 
	official or Drost Park Khoury League representative, before, during or after 
	a game, or in a related matter, will be banished from further game attendance 
	for the remainder of the current season, and possible from all activities 
	at Drost Park Khoury League.
3.	Any coach striking a youth sports official, or Drost Park Khoury League 
	representative, before, during or after a game, or in a related matter, 
	will be banished from all youth sports programs at Drost Park Khoury League 
	permanently.  (Criminal charges will also be pursued.)

SECTION III:  FAN & PARENT BEHAVIOR

1.	Any fan or parent verbally abusing a youth sports official, or Drost Park 
	Khoury League representative, before, during or after a contest, or in a 
	related matter, shall receive a written letter of concern and possible 
	suspension from further attendance at Drost Park Khoury League.
2.	Any fan or parent charging at and/or physically making contact with a youth 
	sports official, or Drost Park Khoury League representative, before, during 
	or after a game, or in a related matter, will be banished from further game 
	attendance for the remainder of the current season, and possible from all 
	activities at Drost Park Khoury League.
3.	Any fan or parent striking a youth sports official, or Drost Park Khoury 
	League representative, in any setting, will be prosecuted to the fullest 
	and banished permanently from any activity at Drost Park Khoury League.

SECTION IV:  REPEAT BEHAVIOR

1.	A second verbal attack on sports officials, or Drost Park Khoury League 
	representative, in any setting, will be prosecuted to the fullest and 
	banished permanently from any activity at Drost Park Khoury League.
2.	Continual harassment of officials or Drost Park Khoury League representatives 
	in any setting will not be tolerated an will be dealt with on an individual 
	basis.

NOTE:  All Teams participating in Drost Park Khoury League sponsored fields shall 
	be subject to the conditions of this policy.

APPENDIX B
DROST PARK KHOURY LEAGUE LEADERSHIP GUIDELINES

THE BOARD:
1.	Follow all Khoury League rules and regulations.
2.	Incorporate the League under the laws of the state of Illinois.
3.	Hold and conduct regular league meeting in accordance with parliamentary 
	procedures.
4.	Notify public of league meetings.
5.	Hold annual Fall meeting to elect new officers.
6.	Exiting officers will eagerly transition to newly elected officers.
7.	Complete league business on schedule.
8.	Form a three (3) person Protest committee with the Head Umpire as 
	committee chair.

 
THE UMPIRES:
1.	Arrive at field prior to game they are scheduled to work in time to 
	complete field setup.
2.	Know their schedule
3.	Start game on time.
4.	Keep game moving so that game can be completed.
5.	Avoid calling the game on time.
6.	Allow the players to determine the outcome of the game.
7.	Wear umpire uniform provided by Drost Park Khoury League.
8.	Study the rules.

THE TEAM MANAGER AND COACHES:
1.	Reflect an understanding of the age group they supervise.
2.	Be aware that they are an example to those with whom they work.
3.	Demonstrate that they have an appreciation of the philosophy of 
	Baseball, and cooperate with others in making the program of mutual 
	benefit to all participants.
4.	Show by example that they respect the judgment and the position of 
	authority of the umpire.
5.	Control spectators from interfering with game or umpiring.
6.	Instill in players a respect for the authority of adult leaders in 
	the league.
7.	Exercise their leadership role adequately but leave the ball game in 
	the hands of the players.
8.	Within the regulations of the league provide an opportunity for each 
	player to participate.
9.	Encourage players (both home and visitors) at every opportunity.
10.	Instill a desire to win and improve, striving to impart as much baseball 
	knowledge as possible to each player.
11.	Encourage good health habits, good grooming, and care of the uniform, 
	equipment, and facilities.
12.	Encourage players to wear league uniforms (pants, jerseys, and caps) 
	with shirts tucked in pants.
13.	Be instrumental in shaping acceptable behavior patterns whether the team 
	wins or loses.
14.	Know the playing Rules and Regulations and local ground rules and be able 
	to interpret them correctly.  Play by the rules and adhere to their intent, 
	instilling in the players a respect for the rules of the game.
15.	Be cautious and use sound, reasonable judgment in any protest situation.
16.	Participate in available preparatory training programs concerning their 
	responsibilities as a manager.
17.	Have at least a basic knowledge of basic first aid and safety.
18.	Realize that the umpire is in charge of the field and the game.
19.	The manager is responsible for the proper conduct of their players, 
	coaches, and followers of their team.
20.	Issues concerning the team should be brought to the Board of Directors 
	of the Drost Park Khoury League.

 
THE SPECTATORS AND PARENTS:
1.	Keep aware of rules, regulations, and philosophy of league baseball.
2.	Be positive in any criticism of the program and willing to volunteer services to improve it.
3.	Present opinions and criticisms to officers of the league in a constructive manner.
4.	Demonstrate that they recognize the effort expended by the volunteer personnel by refraining from un-sportsman-like conduct and “grandstand’ managing.
5.	Refrain from interfering with team management.
6.	Realize that the umpire is closest to the play and that each umpire calls them as he or she sees them.
7.	Applaud good play: ignore errors.  Encourage a greater effort, initiative and hustle.  Congratulate the winner: encourage the loser.
8.	Encourage player participation by having player attend all games and practices.
9.	Encourage players to respect managers, coaches, umpires and other league officials.
10.	Issues concerning the team should be brought to the Board of Directors of the Drost Park Khoury League.

 


AGREEMENT

I agree that my team and followers will abide by all Khoury League Rules, 
Code of Conduct, including the following:

1.	NO coolers or food shall be allowed, to be taken into any Host Area 
	Park during games where a Concession stand is open and available.  
	(Exception: water and ice for the team and these must be kept inside 
	the dugout with the team.)  The penalty (which will be enforced) for 
	violation will be forfeiture by the offending team. (Rule 13 Section 5).
2.	I am responsible for the sportsman-like conduct of the players, coaches, 
	parents, and/or the followers of my team.
3.	I will assist the umpire(s) in the orderly conduct of all games in which 
	my team participates.
4.	I am responsible for enforcing the regulations of conduct in the 
	park regarding no alcoholic beverages, profanity or verbal abuse of others.
5.	I am responsible for enforcing the smoking rule that any smoking must be 
	done away from the field no less than 500 feet from where children 
	are present.  There will be no smoking in or around the concession 
	stand area.
6.	After the completion of my game, I am responsible for cleaning the dugout 
	and surrounding area of trash.  Failure to abide may result in forfeiture 
	by the offending team.
