Multi-City League Baseball Rules for 2006

 

 

The following rules shall be followed by ALL teams playing in the Multi-City league program in 2006: These rules supersede all other rules during the regular league season – then the George Khoury Rule Book – then the MLB National League Rule Book.

 

1.        Free substitution is in effect for regular league play only.

 

2.        Round robin batting is in effect for regular league play only.

 

3.        A game must be played with at least 8 players provided no more are available.  You must finish the game with 8 players or more.  During regular league play, if a team starts the game with 8 players and the 9th batter comes to bat, it is not an automatic out.

 

4.        If a team is not going to be able to field a team for a game due to “verifiable school sponsored event” such as band concerts, track meets, and school picnics, the game may be cancelled with 48 hours notice to opposing manager, league commissioner and umpire in chief of the appropriate area.  These games shall be made up in accordance with rain-out procedures.

 

5.        All rescheduled games (rain-outs) should be replayed within two (2) weeks of postponement.  The home team is responsible for communicating between their league commissioner and the visiting team to locate a diamond and time.  All games must be made up by July 1, 2006

 

6.        If a game is called for any reason and the home team is winning after 4 ½ innings have been completed, or the visiting team is winning after 5 complete innings, the game will be considered a complete game (reverts back if game is called while teams are still batting.)

 

7.        All games will start promptly at 6:00 p.m.  Forfeit time will be 6:15 p.m.  Any game involving a long distance team, the forfeit time will be extended to 6:30 p.m.  Scheduled game start times are used for any reference points for game limits.

 

8.        Atoms & Bantams have a two-hour time limit from the time the game is scheduled to start.  No new inning may begin after the 2 hours have elapsed from the scheduled start time.

 

9.        In the Midget division, there is a 2 ½ hour time limit from the schedule start time.  No new inning may begin after the 2 ½ hours have elapsed from the scheduled start time.

 

10.     At areas where there are multiple games being played on the same diamond, no new inning of each game can start 15 minutes prior to the start time of the next game.

 

11.     It will be the responsibility of each team to  police their areas for all debris after each game including your fan area (please help keep the ballparks clean)

 

12.     It is mandatory that absolutely no coolers or food will be brought into any park with a concession stand.  Water coolers for each team will be allowed on their bench.  It is up to the managers to let their parents know of this rule and make sure that everyone abides by it.

 

13.     Absolutely no alcoholic beverages will be allowed at any time or place.

 

14.     Both teams will line up and shake hands at the end of the game (including managers and coaches).  Any team that fails to show good sportsmanship will be brought before their league commissioner.  This rule will be strictly enforced.

 

15.     10 run rule applies after 4 1/2 innings if home team is in the lead, or if the visiting team is in the lead after 5 innings.  The game will be considered completed by this rule.

 

16.     Slide rule is in effect for all games and will be enforced for the safety of all players.

 

17.     8:00 games being played at Belleville Khoury Park and Mascoutah will have no new inning starting after 10:30 p.m.  Lights will be shut off at 10:45 p.m.

 

18.     Atoms only, 9 run rule per inning.

 

19.     In the Bantam 1 division, stealing is allowed on all bases except for home plate.  A player cannot steal home from 3rd base.

 

20.     Bantam 1 division, a 15 foot lead off from third base (line shall be marked at all fields) any offense, player and manager will be given warning the second offence player will be called out. (1 warning per team per game).

 

21.     Bantam 1 division, a player may not steal home on a passed ball or wild pitch, all other scenarios the player may advance home.

 

22.     Bat weight and barrel restrictions;

 

        Atom divisions;      -10 length to weight ratio, diameter 2 ¼, 2 5/8, 2 3/4

        Bantam divisions;   -7 length to weight ratio, diameter   2 ¼, 2 5/8

        Midget divisions;    -5 length to weight ratio, diameter   2 ¼, 2 5/8

        Junior division;       -3 length to weight ratio, diameter   2 5/8 only

 

23.     Use of illegal bat

 

First offense – remove bat from field; batter is out; no runners may advance

Second offense – remove bat; coach is removed; batter is out; no runners advance

Third offense – game is forfeited
